Personally ensuring that the TIR system meets its potential in China

I am the Deputy Director of Xinzheng Customs in China’s Henan province. I have been working for nearly 25 years in the industry.

I have taken it upon myself to visit transport companies to investigate and better understand any challenges encountered by those using the TIR transit system.

Over the years, I have strengthened communication and cooperation with transport departments and port customs to ensure the swift entry and exit of TIR vehicles and continue to optimise TIR procedures and promote the implementation of the system in Henan and beyond. 

Since February 2023, Xinzheng Customs has achieved the first two-way connectivity of a Chinese TIR truck in and out of China, and the first national TIR transport of large cargo shipments. 

We have attracted eight TIR transport companies to conduct business, enabling direct TIR transport from Zhengzhou to Central Asian and Eurasian countries. 

Our office has overseen hundreds of TIR operations, accounting for about half of TIR movements by Chinese operators.
