Considering that structural, technical and organisational road safety measures should be taken to prevent incidents in tunnels and keep their impact to a minimum, the IRU advocates measures to be applied to all concerned, i.e. road users, emergency services, infrastructure and vehicles. They should include improvement of road users’ understanding of tunnel safety, construction of twin-tube tunnels or setting up emergency plans.
