Data aggregators, which may collect data generated with or without express consent typically decide on who has access to the data and on how to use and re-use the data, often even without the knowledge, even less so consent, of the generators of such data. If practices of data aggregators are not regulated effectively, it may lead to inefficiencies in digital markets and will disrupt competition, for both data generators and data aggregators.
