Transport noise can only be efficiently reduced if certain issues, such as providing investment guarantees and incentives to operators and creating more low noise infrastructure, such as low noise pavements and sound barriers, which optimise low noise vehicle performance, are taken into account. Finally, measures should aim to reduce noise for all road users and internalise noise externalities in all transport modes.
